This metric configuration is applied to each journal n OJStat so those journals can have different configuration.
In short, OJStat Metric (Page) is optional. The users can replace the metric page (as an interface mediating the visitors and the journal statistical and metrical information) with widgets that can be directly placed on a static page. With this options available, the users do not have to worry if visitors can see particular metrical and statistical information that should not be seen.
